Job Description
The Process Safety Specialist is responsible for the administration of the High Hazard and Process Safety Management programs for the El Paso, TX manufacturing site. Conducts/Leads process safety hazard analysis/hazard and operability studies (PHA/HAZOP) for applicable processes and any future process changes. Responsible to ensure compliance with all OSHA PSM regulations for BD facility programs. Additionally conducts hazard reviews for all process controls, projects, and any process changes for El Paso, TX site. Ensures compliance with all local, state, federal, and country regulations as well as corporate standards. Collaborates with all local management leadership and associates to enhance, develop and sponsor programs intended to implement and promote the continuing safety of the El Paso, TX location with a focus on high hazard operations and compliance.
Job Responsibilities:
Responsible for development, execution, and oversight of Process Safety Management programs classified as working with High Hazards such as flammable materials.
Track and report on key performance indicators (leading and lagging) to track the progress of BD High Hazard/PSM program and engage site operations leaders on safety matters to ensure a strong culture of associate safety.
Conducts technical reviews and determines impacts for process changes, capital projects, new product development, and equipment modifications for facilities and operations.
Domain expert for the OSHA Process Safety Management compliance program.
Responsible for identifying process hazards, evaluating risks of those hazards, and develop effective solutions to mitigate risk.
Develop comprehensive High Hazard/PSM programs that include but are not limited to PHA execution and follow-up to ensure timely closeout of findings; and effective implementation of HHO/PSM program elements; development of KPIs; training and assuring compliance.
Conducts/Leads process safety hazard analysis/hazard and operability studies (PHA/HAZOP) for applicable processes and any future process changes. Lead Process Hazard Analysis (PHA) on existing and new processes.
Evaluate new processes and modify existing processes and facilities to meet new requirements. Works in tandem with maintenance to develop, coordinate and evaluate maintenance programs for highly technical equipment for High Hazard Operations.
Provide oversight for the site Management of Change (MOC) Process.
Manage the site PHA schedule and recommendation implementation plan.
Leads and performs Root Cause Analysis (RCA) investigations for incidents and near misses
Provide oversight and conduct audits for Pre Startup Safety Reviews (PSSR).
Hosts or assists with any announced or unannounced regulatory inspections related to EPA, OSHA, PSM, RMP, or other.
As needed, fulfills the role of project manager, ensuring project goals are met within time frame and budget allotted and supervises construction project activity.
Provide mentoring and training for site personnel.
Participates on teams responsible for implementing new products and processes related to High Hazard/PSM.
Participates as an active member of the High Hazard/PSM network for BDX.
Interact with the authorities and insurance companies as site representative.
Maintain technical expertise in High Hazard/PSM. Anticipate and evaluate the impact of changing regulatory requirements on BD operations. Provide guidance to site management in these areas.
Participate as requested in EHS programs.
Education and Experience:
Education
Bachelor’s degree in Chemical Engineering, Process Engineering, Safety and Health or equivalent.
3+ years of manufacturing experience with a minimum of 2 years working with hazardous substances.
Preferred Experience
3 years of experience in a PSM regulated environment.
3 years of experience leading EHS processes.
Has or willing to work towards an auditing certification.
Familiar with fourteen elements of Process Safety Management (PSM and the EPA’s Risk Management Plan (RMP) rule).
Experience in Fire Loss and Prevention activities including involvement with insurance carrier.
Experience designing and implementing strategies/programs/processes that support a business strategy.
Proficient and experienced in conducting PSM audits preferred.
Knowledge and Skills:
Strong interpersonal skills, essential in dealing with people at all levels and in a variety of functions including: technical staff, business team leaders, union personnel.
Effective skills in the areas of counseling, coaching, and influencing.
Demonstrate understanding of federal and state safety and environmental laws and the ability to identify and evaluate workplace hazards and environmental requirements.
Ability to work in a diverse team environment including interactions with technical staff, operation leaders, and contract personnel; ability to lead teams virtually.
Ability to challenge the organization in a manner that maintains trust and respect.
Ability to build business partnerships across and between functional groups and lead a project or technical team.
